[Chapter] CMAA Owners' Forum

Of the 3,304 bills introduced, 640 were approved this legislative long session for submission to the Governor to become law. How many impact you? How many will drive the trajectory of the design and construction industry in the State of Oregon? Owner responsibility of other's wage theft (SB 426)? Union workers motivated to strike with access to unemployment pay (SB 916)? Changes to retainage in the forms of bonds (HB 4006)? Come listen to CMAA's 2025 Owners' Forum panelists discuss the forthcoming ramifications.

Panelists are:

Tina Adams, PE/Casso Consulting

Tina has over 30 years of experience as a Civil Engineer and Project Manager on multi-discipline transportation infrastructure projects throughout Oregon. She has served as utility coordinator, designer, specifications writer, and QA/QC reviewer for ODOT, PBOT, TriMet, Washington County, Port of Portland and other local agencies across the state. Tina is a valued contributor to multi-disciplinary teams and isn’t afraid to ask tough questions in pursuit of project excellence. Tina leads Casso Consulting’s group of utility coordinators in delivering quality-focused services that facilitate efficient and clear communications with utilities, the design team, and the client. In Tina’s spare time you can find her working at the office making sure that projects are on task and maintaining a healthy company for everyone’s benefit.

Jessica Adamson/CFM Advocates

Jessica Adamson, CFM’s Senior Vice President of Government Affairs, has 27 years of experience working in and around the Oregon Capitol.  Adamson specializes in health care, social services, and a variety of other policy areas.  She spent a decade representing the commercial construction industry member association working on public contracting and transportation funding policy. Most recently, Adamson led state government affairs for Oregon’s largest non-profit health system across its seven-state footprint.  In addition to advocacy work, Jessica has served as staff for a bipartisan group of four former Speakers of the Oregon House, including as Chief of Staff for the Democratic Co-Speaker during the historic 30/30 split in 2011-2012. She also has experience working for US Senator Jeff Merkley as his business liaison.  Today, Jessica is proud to provide CFM clients with inside knowledge of the legislative process and work to support client objectives with the relationships she has built in government.

Jessica’s experience working with the construction and design industry dates back to 1999 when she first began work for Associated General Contractors Oregon-Columbia Chapter.  In 2001, she co-chaired the efforts to help rewrite Oregon’s public contracting code into the 279, 279A, 279B and 279C structure that exists today. Over a decade, she worked closely with design professionals, contractors and subcontractors, and labor on a wide range of occupational licensure, workers' compensation, funding and public contracting issues in Oregon. During her time at AGC, she gained a deep appreciation for the value of member-driven associations and the complexities of building agreements within diverse organizations. Since joining CFM, Jessica has continued to work with entities deeply invested in Oregon’s built environment. 

Our moderator is Shaun Stuhldryer, MBA, CCM, DBIA / Insight Management Group

Shaun Stuhldryer is a Construction Management Executive, Consultant and Leader with over 25 years of K12, Higher Ed, Institutional & Commercial experience in Oregon and Washington. Shaun brings unique perspectives and hands-on learned lessons to his clients with his background as a builder, as a construction manager-general contractor (CMGC), and a design/build contractor (D/B) experience. Shaun is also an Oregon State University graduate (BS CEM) and graduate of Portland State University (MBA). Shaun is a certified construction manager (CCM), certified design/build professional (DBIA) and LEED accredited professional (LEED AP). Shaun currently serves a variety of clients in a Program Management role.

Proceeds from this event go to educate the next generation of construction managers through our scholarship program.
